Vision of ANSN for the year 2020

The Asian Nuclear Safety Network will provide a sustainable regional network effectively supporting establishment and continuous improvement of member country’s national nuclear safety infrastructure. This regional network will function through a strong human and IT network, combined with a regional capacity building system consisting of:

• Integrated Virtual Centre for existing and future Centres for Education and Training
• Technical Advisory Service and Cooperative activities
• Regional Support for Peer Review and Support Arrangement.

Generic Action Plan for Establishing the Regional Capacity Building System in Asia

The Generic Action Plan for establishing the Regional Capacity Building System in Asia provides a road map to implement the Vision for the ANSN by the year 2020.

Capacity Building is much broader than conventional Education and Training. The conventional ‘vertical transfer’ of knowledge of capacity based on the supplier-recipient relationship is currently insufficient. The Generic Action Plan proposes to establish a dynamic ‘horizontal sharing’ of experience through mutual learning and active, in-depth and intensive interaction.

Enhancing Capacity for Capacity Building

Education and Training for transferring ‘Established Common Knowledge’ is a basis for Capacity Building at individual, scientific and technical levels. However, in addition, knowledge necessary for Problem Solving and Solution Support requires broader Capacity Building at organizational and institutional level including ‘Customised Specific Knowledge’ and ‘New and Creative Knowledge’.

There is a strong need of Capacity Building and Infrastructure Development in Asia to establish robust scientific and technological expertise responding to dynamic development of nuclear programmes in the region. The Generic Action Plan seeks to establish National Capacity Building Centres that function beyond conventional Education and Training Centres and subsequently establish a Network between them for the Regional Capacity Building System in Asia. National Capacity Building Centre will cooperate with National Capacity Building Centres in other countries and also with the International Nuclear Safety Centre at IAEA, complementing cooperative activities with technical and scientific support organizations (TSOs) and nuclear safety experts’ community.

Regional Capacity Building System is a dynamic and interactive system for enhancing capacity for Capacity Building to increase face-to-face cooperative activities and interactive use of state-of-the-art IT networks (i.e., a dynamic and interactive e-Library and Expert Pool Database, facilitating Internet and Video Network Communication as well as the development and application of an Online Planning System in the ANSN website) among National Capacity Building Centres and the International Nuclear Safety Centre at IAEA, complementing cooperative activities with technical and scientific support organizations (TSOs) and nuclear safety experts’ community. Regional Capacity Building System focuses on Problem Solving and Solution Support through sharing practical and customised knowledge.
